First Ministers commit to a pan-Canadian DTC framework

Meeting amid a broader push to remove Canada's internal trade barriers, the Prime Minister and the provincial premiers issue a joint statement committing to a pan-Canadian direct-to-consumer alcohol framework. It's a political commitment, not legislation — no province's rules change as a direct result of this statement alone.

It is, though, the moment a two-province wine pilot becomes an explicit national goal. The multilateral memorandum of understanding four months later, and the nine-province Operating Agreement over a year after that, both trace back to this meeting.
